The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Considerable effort is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't cause damage this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are evidently unprepared to fill in the near term.

Failed Diplomacy

The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.

Political Considerations

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a total frontline collapse until circumstances change in its benefit.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
